Abstract

Objective: To identify and analyze stakeholders in the implementation of a customized orthotic insole workshop at the Ambulatório do Pé Diabético de Imperatriz, and to develop an engagement plan to support the initiative.

Originality/Value: The study addresses a theoretical gap in research that articulates structured stakeholder management as a critical success factor in public health clinical projects, particularly within the context of Diabetic Foot care in Brazil, emphasizing the scientific relevance of multisector stakeholder engagement for expectation alignment and resistance mitigation.

Methods: Exploratory qualitative research conducted between March and June 2024 using unstructured interviews with healthcare professionals, public health managers, orthopedic technicians, suppliers, and local press representatives. Stakeholder identification and prioritization used brainstorming, documentary analysis, and power–interest and engagement matrices, while maintaining a methodological cut focused on structured projects with a clinical-management thematic scope.

Results: Distinct expectations were found across groups, revealing the need for continuous communication and priority alignment. Structured management enabled early obstacle anticipation, resistance reduction, and the workshop’s implementation, perceived as an accessible solution to expand access to preventive care and support plantar rehabilitation.

Conclusions: Stakeholder management was decisive for initiative success, delivering clinical, social, and economic benefits by expanding preventive care access, strengthening trust between teams and community, and providing a replicable model for new public health workshops
